Gia Lai & Danang E-Government Portals — Digital Public Services

Software Engineer @ Unitech Corp

Situation

Government administrative procedures involved complex processes, forms, and information flows that needed to be managed through structured electronic systems. The projects required:

  • Digitization of administrative procedures.
  • Centralized access to government services.
  • Structured electronic forms.
  • Support for complex multi-page government forms.
  • Enterprise portal functionality.
  • Integration with public-sector frameworks.
  • Compliance with established government technology standards.
  • Development within a large enterprise Java environment.
  • Understanding unfamiliar frameworks with limited prior experience.

Task

Develop and enhance enterprise e-government systems supporting provincial administrative operations and public-service procedures. The projects focused on digitizing complex administrative workflows, replacing paper-based processes with structured electronic forms, centralized portal access, and enterprise workflow capabilities for government officials and public-service applicants.

Solution

Developed backend modules for government and public-service portals using Java, Hibernate, and eGovFrame, integrated with Liferay Portal and Orbeon E-Forms. The solution combined:

  • Java enterprise application modules.
  • eGovFrame, a Spring-based enterprise framework.
  • Hibernate persistence.
  • Liferay Portal.
  • Orbeon XML-driven electronic forms.
  • Oracle database.
  • Tomcat/Linux infrastructure.

The systems provided structured portal and e-form functionality for provincial administrative processes.

Contribution

I worked as a Software Engineer responsible for backend development, enterprise portal integration, e-form functionality, technical research, and knowledge sharing. I:

  • Worked with the eGovFrame enterprise framework.
  • Integrated Liferay Portal components.
  • Implemented functionality around Orbeon E-Forms.
  • Worked with XML-driven government forms.
  • Developed database functionality using Oracle and SQL.
  • Researched unfamiliar government and enterprise frameworks.
  • Studied existing framework source code and implementation patterns.
  • Followed established Liferay portlet standards.
  • Documented technical findings and guidelines.
  • Shared framework knowledge with other engineers.
  • Helped establish reusable implementation patterns for the team.
